Capacity Strengthening And Localization Specialist

The Capacity Strengthening and Localization Specialist is responsible for strengthening the capacity of implementing partners (IPs) of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR)- and the United States Agency for International Development (USAID)-supported Meeting Targets and Epidemic Control (EpiC) Nepal to prepare partners to achieve subaward objectives, move to direct funding from donors such as USAID, and diversify their funding base to be more sustainable.

Key Responsibilities

Lead implementation and oversight of capacity strengthening and localization activities for EpiC Nepal including design, implementation, evaluation, and coordination of organizational development technical assistance to IPs.

Provide technical direction to develop or revise/update the capacity strengthening strategy/plan of EpiC Nepal and ensure its implementation.

Develop or revise/update capacity assessment tools and conduct an organizational capacity assessment of the IPs using the tools.

Conduct periodic sharing of capacity strengthening activities status.

Coordinate with the EpiC Nepal team to provide and document capacity strengthening support to partners.

Represent EpiC Nepal in capacity strengthening and transition/localization-related meetings, webinars and seminars.

Identify IPs and staff, prepare plans, and mobilize for south-to-south support.

Hire and mobilize short-term human resources for capacity-strengthening support to selected IPs.

Organize capacity strengthening related trainings/workshops/orientation for EpiC Nepal staff and IPs.

Identify and facilitate the planning of technical assistance and consultants (local, regional, and international) in accordance with program needs and work plans.

Coordinate and guide IP for domestic resource mobilization (DRM) for HIV.

Review capacity strengthening and localization-related documents, prepare and provide regular technical updates on cutting-edge capacity strengthening practices to FHI 360 staff, government counterparts, and collaborating partners.

Establish strong relationships and develop ongoing coordination mechanisms with independent training institutions, professionals/individuals, and government departments responsible for capacity strengthening in HIV.

Visit FHI 360 IPs regularly to ensure appropriate technical assistance is provided for capacity strengthening activities through mentoring, coaching and follow-up activities planned.

Ensure the IPs are showing progress in their capacity for direct fund management.

Work with key population networks and other relevant agencies in building skills and capacities of community for sustained localization efforts.

Engage with the EpiC headquarters’ capacity strengthening and sustainability team, and provide updates, share best practices, and contribute to advancing the knowledge base related to capacity strengthening.

Perform other duties as assigned by the supervisor or Project Director or Country Director.

Requirements

Master’s degree in social science or related field with three to five years of relevant work experience in the development sector or bachelor’s degree with five to seven years of experience in the related field with emphasis on capacity strengthening and organizational development support to non-government organizations (NGOs). Familiarity with PEPFAR and USAID funding will be an added value.

Skills and experience in program management, organizational development, project cycle management, organizational assessments, strategic planning, training, facilitation, and NGO capacity strengthening.

Experience in planning, coordination, communication, and collaboration with multiple teams, scheduling, and executing office and program-related activities and events.
