Job Description

Core Points

Have enough knowledge to perform the tasks of transporting authorized goods and passengers in an MSF vehicle, confirming its technical and safety conditions and regarding the country’s traffic rules and MSF security rules in order to provide a safe, smooth and efficient service.

Responsibilities

1. Presence and participation at work:

• Keen Observer at the MSF charter.

• Perform all activity accordingly with the MSF procedures.

• Respect the time schedule

• Well treat the people transported with care and respect.

• Maintain excellent relationship with other team members.

• Never leave his assigned post until its reliever arrived and proper handover to it.

• Never use Alcohol or any intoxicating drug while performing duty.

2. Driving and safety

• Declaring the security of his passengers, and his own, wearing seat belts at all times, respecting the Highway Code in force in Pakistan.

• Be careful and respectful to other road users

• Make sure that the phone Operator responsible of the movement knows at all times the precise location of the vehicle.

• Never transporting non-MSF persons, people who do not work in MSF’s programmers or any objects that do not belong to the organization. Only an MSF manager can decide to waive this rule in which case a “Discharge of responsibility form” would be used. This also applies to all civil and military authorities.

• Notifying the base of his movements, from departure through to arrival, on a systematic basis, stating the presence of passengers and citing their names (expatriates and national personnel)

• Adapting the vehicle speed in accordance with the state of the road or track, load on the vehicle and the populations’ approach (see the limitations listed in the driver’s regulation). These limitations have to be strictly respected.

• Being responsible for security decisions concerning the vehicle (taking decisions in an emergency situation encountered on the road in the absence of direct supervisor or Coordinators).

• Stay on the roads validated by MSF OCP. Justifying any detours, trips or stops that were not planned by an MSF manager.

• Following and having his passengers follow security instructions regarding check points.

• Confirming respect for the number of people who can be officially carried in the vehicle.

• If applicable, helping transported patients climb into and out of the vehicle if they are incapable of doing it themselves.

3. Vehicle

• Keeping the vehicle’s logbook up to date,

• Must noting any problems and incidents, and filling out the fuel supply register correctly (without crossing anything out).

• Carrying out daily and weekly checks.

• Drawing his manager’s attention to imminent services on his vehicle and doing so early enough to allow the vehicle’s planned withdrawal from use.

• Cleaning the vehicle for services (interior, exterior and engine) and assisting the Mechanic during services and work.

• Confirm proper attention to the upkeep of his vehicle (interior and exterior cleaning) and regularly checking his equipment are in good working order (spare wheel, jack, straps, ropes, tools, security food and Medical security box, etc.).

• Immediately notifying his MSF manager in the event of a mechanical problem.

• Immediately updating his MSF manager in the event of an accident and follow the instructions mentioned in the document named “What to do in case of accident”.

• If, for whatever reason, he has to use his vehicle when it requires repair, making a note in the “remarks” column of the maintenance book and drawing his manager’s attention to it, thereby exempting himself from any subsequent responsibility in the event of later problems.
