Water Supply & Sanitation Specialist
Job Responsibilities
- The duties and responsibilities of the Water Supply & Sanitation Specialist will include but not limited to the following:
- i) Work with group under Project Management;
- ii) Prepare feasibility studies of water supply and sanitation subprojects prioritized by priority PSs in collaboration with other relevant specialists;
- iii) Analyze institutional arrangements and management of water supply services in the priority PSs and suggest measures for improving operational efficiency (e.g. higher autonomy in water units);
- iv) Discuss the technical viability of various proposed options for each subproject, and demonstrate that they are most cost efficient;
- v) Review O&M options and prepare an optional O&M strategy including technical procedures to ensure efficiency and sustainability of the selected subprojects;
- vi) Develop subproject selection criteria for the sector, prepare a sanitation strategy to improve sanitation access in target PSs; and supervise and guide the work of national water supply and sanitation engineer.
- vii) Assist in selection of water supply/sanitation sub-projects following sub-project selection criteria of UGIIP-III and assist PMU and PIUs in planning, design and construction of production well, treatment plants, overhead tanks, iron and arsenic removal plants, prepare specifications, bid documents, drawings, etc;
- viii) Help conducting survey for identification of community toilets and location for hand tube wells and public stand pipes, and prepare guidelines for organizing community; establish operation and management mechanism for long time sustainability of the services;
- ix) Include introduction of metering system in piped water supply (domestic and bulk meters) sub-projects and help PIUs in preparation of sub-project and its implementation;
- x) Develop mechanism for identification of water supply system leak detection and leak management to prevent water losses, and to help improved design of pit latrines, public toilet and wash station;
- xi) Assist PIU in identification of proper places for public toilet, wash station, transfer station and sludge disposal, and assess appropriate O&M arrangements (e.g. management contract) to ensure sustainable operation of the facilities to be built and incorporate them in the bid documents;
- xii) Assist PMU and PIUs in developing leaflets, brochures, posters, etc. for public awareness campaign for better hygiene, and impart training to related PIUs staffs for successful O&M of water supply network;
- xiii) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, preparation of SPARs and tender documents etc.;
- xiv) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.
- Perform any other relevant duties as may be required by the management.
