Monitoring and Reporting Officer (Contractual)

Responsibilities & Context

Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 50 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles. BDRCS in collaboration with the IFRC is implementing the Governance, Readiness to Response, Institutional and Community Preparedness in Southeast Bangladesh (GRIP) project across Sub-districts of Cox’s Bazar, Bangladesh. Therefore, BDRCS has initiated the hiring process in order to support the implementation of the project.

Duration of contract: 12 months (Possibility to extend based on performance).

Purpose of the position:

The purpose of this position is to support IFRC MEAL team in terms of quality assurance of planned activities under the GRIP Project in Southeast Bangladesh and meeting reporting compliances of BDRCS/IFRC and USAID. In addition, the position will maintain necessary coordination and communication with relevant departments of BDRCS NHQ for reflecting the project accomplishment in NHQ level reporting mechanism as well as in Movement wide collective accomplishment.

Roles and Responsibility:

Assist IFRC MEAL team in developing Monitoring, Evaluation and Learning (MEL) plan for GRIP project aligned with PMP/CLA guideline of USAID.

Assist in developing progress and process monitoring techniques in coordination with IFRC MEAL and BDRCS/IFRC program team to track the progress of the (PoA) and to reflect on the quality of the actions taken to create impacts in the community.

Support project staff to roll out paper and mobile based survey to collect data and information to measure results mentioned in the project LFA.

Assist to develop Theory of Change (ToC) to meet the MEL compliances jointly with project team in coordination with IFRC MEAL team.

Assist in rolling out designing and facilitating M&E and reporting related capacity development activities planned by IFRC.

Assist in bring innovative ideas in developing and contextualizing minimum quality standards for the DRR interventions and support in rolling out of quality standards in the field.

Support to ensure process and storage of M&E data through using appropriate MIS system and draft MEAL inputs into the donor report and others as required.

Assist operation team in designing and rolling out operational guideline and quality assurance checklist aligning with the implementation guideline to facilitate quality programming.

Ensure active collaboration with BDRCS PMER section of NHQ and DCRM department for periodic reporting and meeting relevant compliances.

Support in preparing resource mobilization document for the organization as and when required.

Assist to develop GIS integrated information management focusing activity implementation area.

Support project team in designing and conducting internal and external evaluations, studies, and research to capture different hierarchy of results planned for the GRIP project.

Assist in facilitating internal/external learning exercise jointly with project team under the guidance from Senior Management and relevant department/s of BDRCS/IFRC.

Support in documentation of good practices, lessons and challenges and communicate with stakeholders.
