Finance & Admin Officer (Contractual)

Purpose of the position:

The purpose of this position is to manage the finance and administration of the GRIP project through tracking the expenditure, procurement, adjustment of day-day activities in line with the monthly, quarterly, and annual budget of the project in consultation and coordination with the Project Manager.

Roles and Responsibility:

Financial role:

The Finance & Admin Officer’s main duties are implementing and monitoring the organization Compliance, Coordination of compliance audit activities and communication of expectations and reporting results are the key functions of this position.

Ensure books of accounts and smooth functioning of the accounting systems and record keeping pertaining to the program.

Store and preserve all the valuable and necessary documents and records related to program accounting.

Maintain Accounting Software for Project Accounts and update regular posting, where necessary.

Prepare monthly bank reconciliation report and submit in timely manner.

Make sure all the financial transactions are made as per BDRCS and doner financial policy.

Maintain Fixed Asset Register and stock registers for the Program.

Preserve all program related documents/ records/ data including hard and soft copy back-up.

Prepare monthly cash forecast, monthly and periodical financial statements.

Support to Program Support Assistant to prepare monthly cash forecast, monthly and periodical financial statements.

Assist and cooperate Internal and External audit of the Program.

Review bills and vouchers received from Program staffs in line with organizational policies and agreed budget and ensuring submission of bills in time.

Ensure the VAT & Tax compliance with the government rules.

Generate regular financial reports for internal and external stakeholders.

Provide financial updates during project meetings and presentations.

Process payroll and related activities accurately and in a timely manner.

On a regular basis visit project location/field to monitor financial and administrative issues.

Guide and monitor “Assistant Finance & Admin Officer’s Day to day work & enhance capacity.

Administrative role

Manage office supply stock, place order including expenses report preparation and office budget.

Organize a filing system for important and confidential office documents.

Provide assistance to Program team to maintain monthly work plan of program activities.

Oversee general administrative functions related to the project.

Maintain asset register as per the organizational rules.

Maintain the HR related issues (Daily attendance; staff leave report, movement, time sheet etc.).

Compliance and Accountability:

Ensure compliance with organizational policies, donor requirements, and legal regulations.

Coordinate with internal and external auditors & stakeholders as needed.

Ensure compliance with tax regulations and other statutory requirements.

S/he shall be accountable to the APM, Field Coordinator and Project manager.
